Windows 11 is being a total dick, refusing to create a permanent application association with ICO Files

I have tried everything, command prompts, registry edits, trying to trick in into cooperating with a dummy file to restore the "Always open with" option in the context menu, meeting complete and utter failure. When I click on an ICO file, the despised Microsoft Photos app opens it, the useless piece of crap. I try "Open with" in the context menu, and only the "Just once" option is available. I'm at my wits end. I need IconLover to always open that filetype when I click on it.
